The hypothesis of the article is in response to the question of what the Qur'an says about the obstacles to political participation and the ways to promote it; It puts forward the proposition that based on the assumed possibility of measuring the capacity of today's political concepts in the Qur'an based on the interpretation of the subject with the analysis of the signifier and the signified, it can be generally and specifically understood that the Qur'an speaks about this and it is under the mental-cultural axis. , social, political and economic based on the rule of implementation and adaptation as well as abolition of the characteristic of hunting. Based on this, the most important mental and cultural obstacle is the unnecessary and unregulated expansion of the realm of religion, which closes the field to active political participation, and the main solution for improvement is the moderate expansion of the realm of religion, far from excesses. Non-normative conflict and conflict is the most important social obstacle that creates an irregular and sedition atmosphere, and an important social solution is to pay attention to conflict resolution mechanisms such as peace by the parties' arbitrators. The most important political obstacle is tyranny, especially if it is mixed with religion, and the most important solution is to increase political capacity and promote tolerance. The most important economic obstacle is discrimination, which can be the most important economic solution to increase political participation in the face of economic and social justice.
