Regarding the role of historical and cultural studies in understanding the Qur'an and specifically the verses of rulings, there are a range of views, and each of them emphasizes their own special foundations and reasons. On the one hand, neo-thinkers such as Nasr Hamid Abu Zaid believe that the correct understanding of these verses depends on the historical and cultural studies of the age of the Qur'an, and in order to apply its rules, these verses need a cultural translation. On the other hand, Quran scholars such as Allameh Tabataba'i are of the opinion that the Holy Quran is complete and independent in its meaning, and by using continuous proofs, one can gain an understanding of God's purpose. The purpose of this research is to provide a model that evaluates each verse containing a practical sentence as the input of the model, based on the effective criteria in determining the dependence of the understanding of the verse on the culture of the time, and the output is to determine the status of the verse in one of two independent and dependent states. For this purpose, the views of leading people in this spectrum were researched with the descriptive-analytical method, and the determining criteria were extracted from it, and finally, the evaluation model was presented in the form of a decision tree diagram.
