Achieving a desirable civilization, utopia and utopia is the ideal goal of a growing social system, but solving the riddle of what are the components and characteristics of this civilization and whether it is addressed in the Holy Qur'an is a serious question. That must be answered. In the general view of the desirable Qur'anic civilization, two groups of basic elements play a role with a special definition and position. On the other hand, all material manifestations and hardware and worldly blessings with the idea of "goodness" as intermediate goals and tools of human movement. It has value towards the higher horizons and not rejected, and on the other hand, the values that are related to the real dimension of human existence and the software part of his desirable and human life, which has been interpreted as "transcendental", components such as: Monotheistic belief, resurrection, justice, freedom and security, unity, morality and also the leadership of social reformers, realism and equality, which is the source of purposeful human life
