In the course of its revelation, the Holy Quran, in order to create Islamic culture, has emphasized and pursued certain behavioral requirements, and in addition, has implemented activities to create a culture of these requirements in the Islamic society. The present article, among these requirements has tried to address the typology of the Holy Quran method in cultivating "behavioral requirements of charity and attention to the situation of the needy" in the Islamic society. This typology has been done in a descriptive-analytical manner by examining and comparing the goals of this behavioral requirement in the two periods of the revelation of Makki and Madani of the Holy Quran. The study shows that the emphasis of the divine verses on this behavioral requirement in the Makkian surahs, considering the situation of religious invitation in the Makkian period of the revelation of the Holy Quran, is mainly fighting the ignorant culture based on abandoning charity and trying to it is becoming a culture. However, with the beginning of the period of Madani revelation of the Holy Quran and the formation of the Islamic society and government, this value has been pursued in the obligatory frameworks and in different dimensions of social life and in terms of pathologies. The approach of this research is the axial Qur'an which based on religious firms (rational axioms, definite tradition, experience, definite historical reports, etc.) judge religious thoughts and practices.
