The creation and formation of any civilization is based on components that it is necessary for that civilization. From the Islamic point of view, the religion of Islam is not only a religion in every sense, but also its strategy for all ages. Today, when we face the scope of urbanization and different ideas in creating civilization, from the content of the verses of the Qur'an, one can obtain instructions for the creation of civilization as well as its expansion and prevention. Among the components that provide the necessary infrastructure to create a Quranic-Islamic civilization in accordance with the nature of humanity, These are promises that God repeatedly mentions in the Qur'an and by using it, draws the path of a happy human life. The main question of this research is that how do Quranic promises affect the formation of civilization and using field study and comparative study of verses, the effective Quranic components in the creation and expansion of Islamic civilization are introduced.
